遇險呼叫絕對優(yōu)先于其他發(fā)射,所有的電臺一旦聽到遇險電報,應(yīng)立即停止任何可能干擾遇險飛機的發(fā)射,并應(yīng)在使用的頻率上繼續(xù)收聽遇險電報。Distress call transmission has absolute priority over any other transmissions. All stations shall immediately stop any transmission that may interfere with the transmissions of aircraft in distress as soon as a distress message has been heard, and shall stay tuned to distress messages on the frequency being used.

      最低燃油量的宣布 Declaration of Minimum Fuel

      機長在考慮規(guī)定的燃油指示系統(tǒng)的誤差后，計算當(dāng)時飛機的剩余油量只能使飛機按預(yù)選航線飛抵著陸機場后，以等待空速在高于機場標高450 米(1500 英尺)的高度上飛行30 分鐘，此時為最低燃油狀況；當(dāng)少于飛行時間30 分鐘時為緊急油量狀態(tài)；機長必須向空中交通管制宣布“最低油量”（MINIMUM FUEL）或“緊急油量”（EMERGENT FUEL）When the aircraft can only fly for 30 minutes with a holding speed at an altitude of 450m (1500 ft) over airport elevation after the aircraft arrives over the landing airport in accordance with the pre-determined routing after the pilot-in-command has calculated the remaining fuel while taking into account the error of the specified fuel indicating system. This situation is termed as minimum fuel, for which the pilot-in-command shall declare MINIMUM FUEL to the ATC:

      (1) 向空中交通管制時應(yīng)使用前綴 PANPAN PANPAN PANPAN，并報告剩余的燃油還能飛行多少分鐘；Call out PANPAN PANPAN PANPAN to ATC and report the minutes the aircraft can fly for with the remaining fuel;
      (2) 繼續(xù)按空中交通管制同意的航路飛行；Proceed flying along the route as cleared by ATC;
      (3) 通知公司簽派已向ATC 部門宣布了最低(緊急)油量；Notify Air China flight dispatching office of the declaration of minimum fuel made to the ATC;

      (4) 如果在無雷達覆蓋地區(qū)運行時，還要報告飛機當(dāng)時的位置和預(yù)計到達著陸機場的時間； If flight operation is conducted within an area without radar coverage, the current position and estimated time of arrival at landing airport shall also be reported;
      (5) 飛機落地后，向局方寫出書面報告。A report in writing shall be made to the Administrator upon landing.

      可見，航空公司的運行手冊中詳盡地說明了什么是緊急情況，緊急情況下如何進行操作。

      運行手冊的目的是使公司所有運行人員及運行保障人員能夠按照公司的宗旨、方針、政策、標準和程序完成其工作，以確保公司運行的安全和有效地進行。運行手冊一般是依據(jù)《中華人民共和國民用航空法》、中國民用航空規(guī)章、局方頒發(fā)和批準的《運行規(guī)范》（Operations Specifications）、國際民航組織公約（附件）的適用部分、國際航協(xié)運行安全審計的要求和公司的相關(guān)規(guī)定，并結(jié)合公司實際的運行條件編寫而成。本手冊適用于公司所有運行人員及運行保障人員。《運行手冊》含《特殊運行手冊》、《工程手冊》含《航線維修管理手冊》，與《應(yīng)急處置程序手冊》、《航空安全保衛(wèi)手冊》、《客艙乘務(wù)員手冊》、《載重平衡手冊》、《危險物品運輸管理手冊》、《危險物品運輸操作手冊》、《機上危險物品事故應(yīng)急處理手冊》、《航站手冊》、《站坪保障手冊》、《旅客行李運輸服務(wù)手冊》構(gòu)成公司的運行手冊體系。

      運行手冊屬于配機手冊，按照121部有關(guān)規(guī)定，飛行員必須使用自己熟悉語言的手冊，如此，對于外籍飛行員，必須將運行手冊翻譯成英文供飛行員使用。
