《航空安全管理手冊(cè)》（Aviation Safety Management Manual）SMS手冊(cè)是航空公司各級(jí)安全管理機(jī)構(gòu)及員工從事運(yùn)行安全活動(dòng)與安全管理工作的依據(jù)。航空安全管理手冊(cè)依據(jù)《中華人民共和國(guó)安全生產(chǎn)法》、《中華人民共和國(guó)民用航空法》等法律、中國(guó)民航局（以下簡(jiǎn)稱局方）的有關(guān)規(guī)章和航空公司相關(guān)政策、標(biāo)準(zhǔn)等編制而成，明確了航空公司安全管理工作應(yīng)遵循的宗旨、指導(dǎo)方針、政策、標(biāo)準(zhǔn)、程序和要求，規(guī)范了安全管理體系的組織機(jī)構(gòu)、管理程序、人員、職責(zé)，引入了風(fēng)險(xiǎn)管理和持續(xù)安全等安全管理理念，以盡可能降低乃至消除影響運(yùn)行的不安全因素。

Aviation Safety Management Manual is the basis of safety operation and management for each level of safety management department and personnel of Airlines.The manual is prepared in accordance with Production Safety Law of the People's Republic of China, Civil Aviation Law of the People's Republic of China and related regulations of Civil Aviation Administration of China (which is referred as administration) and related policies and other standards of Airlines. The guide line, polices, tenet, standards, procedure and requirements which shall be observed during performing safety management are defined in the manual which also standardizes the institutions and structure, management procedure, personnel, duty and responsibility in safety management system, introduces the safety management concepts, such as risk management and persistence safety to minimize, even eliminate, the unsafe factors which may affect the operation.
