Prepared by the RTCA Board of Directors' Select Committee on Free Flight. Free flight is a safe and efficient flight operating capability under Instrument Flight Rules (IFR) in which the operators have the freedom to select their path and speed in real time. Air traffic restrictions are only imposed to ensure separation, to preclude exceeding airport capacity, to prevent unauthorised flight through special use airspace, and to ensure safety of flight. Restrictions are limited in extent and duration to correct the identified problem. Any activity which removes restrictions represents a move toward free flight. This report summarises requirements, flight operations and expected user benefits attendant with Free Flight and will be used as the basis for follow-on work leading to concept implementation.
Reporting Point
A specified geographical location in relation to which the position of an aircraft can be reported.
Requested Flight Level
The flight level requested by the pilot.
Requested Quality of Services
Requested QOS reflects the service characteristics desired by the service user.
Required Navigation Performance
RNP is a fundamental parameter in the determination of separation together with intervention, route configuration, traffic density and controller intervention capability. The determination of the RNP type is highly dependent on the performance of the navigation equipment and associated source. GNSS is expected to be the sole source of navigation of the future and will therefore form an important part of the RNP concept. RNP as a concept applies to navigation performance within an airspace block and therefore affects both the airspace and the aircraft. RNP is intended to characterise airspace through a statement of achieved navigation accuracy. The RNP type is based on a navigation performance accuracy value which is expected to be achieved at least 95 per cent of the time by the population of aircraft operating within the airspace. RNP can apply, from take-off to landing with the different phases of flight requiring different RNP types. As an example, an RNP type for take-off and landing may be very stringent whereas the RNP type for en-route may be less demanding. The type of RNP required for a specific flight phase can be determined by the tunnel concept.

Required Navigation Performance Type
A containment value expressed as a distance in nautical miles from the intended position within which flights would be for at least 95 per cent of the total flying time.
Rescue Co-ordination Centre (RCC)
A centre established within an assigned search and rescue area to promote efficient organisation of search and rescue.
Rescue Unit
A unit composed of trained personnel and provided with equipment suitable for the expeditious conduct of search and rescue.

Reserved values constitute legal values for the respective fields but have not yet been assigned specific meanings by ICAO. These values should be processed normally in order to allow future assignment. Meanings may be assigned in the future and are not available for local use. The allocation of these values requires no change in the version identifier.
