第五章危險品航空運輸?shù)臏蕚?br /> CHAPTER 5 PREPARATION FOR THE TANSPORT OF DANGEROUS GOODS BY AIR 第四十三條 Article 43 托運人應(yīng)當(dāng)根據(jù)《技術(shù)細則》的規(guī)定對航空運輸?shù)奈ｋU品進行分類、識別、包裝、標簽和標記，提交正確填制的危險品運輸文件。 Shippers shall ensure that the dangerous goods by air are properly classified, identified, packed, marked, labeled and shall submit a correctly filled-in dangerous goods transport document in accordance with Technical Instructions. 第四十四條 Article 44 航空運輸?shù)奈ｋU品所使用的包裝物應(yīng)當(dāng)符合下列要求： Packagings used for the transport of dangerous goods by air shall conform to the following requirements: （一）包裝物應(yīng)當(dāng)構(gòu)造嚴密，能夠防止在正常運輸條件下由于溫度、濕度或者壓力的變化，或者由于振動而引起滲漏； (1)Packagings shall be constructed and securely closed so as to prevent leakage which might be caused in normal conditions of transport by changes in temperature, humidity, or pressure, or by vibration; （二）包裝物應(yīng)當(dāng)與內(nèi)裝物相適宜，直接與危險品接觸的包裝物不能與該危險品發(fā)生化學(xué)反應(yīng)或者其他反應(yīng)； (2)Packagings shall be suitable for the contents; packagings in direct contact with dangerous goods shall be resistant to any chemical or other reaction with such dangerous goods; （三）包裝物應(yīng)當(dāng)符合《技術(shù)細則》中有關(guān)材料和構(gòu)造規(guī)格的要求； (3)Packagings shall meet the material and construction specifications in the Technical Instructions; （四）包裝物應(yīng)當(dāng)按照《技術(shù)細則》的規(guī)定進行測試； (4)Packagings shall be tested in accordance with the provisions of the Technical Instructions; （五）對用于盛裝液體的包裝物，應(yīng)當(dāng)能承受《技術(shù)細則》中所列明的壓力而不滲漏； (5)Packagings for which retention of a liquid is a function, shall be capable of withstanding, without leaking the pressure stated in the Technical Instructions; （六）內(nèi)包裝應(yīng)當(dāng)以防止在正常航空運輸條件下發(fā)生破損或者滲漏的方式進行包裝、固定或者墊襯，以控制其在外包裝物內(nèi)的移動。 (6)Inner packagings shall be packed, secured or cushioned as to prevent their breakage or leakage and to control their movement within the outer packaging(s) during normal conditions of air transport.墊襯和吸附材料不得與包裝物的內(nèi)裝物發(fā)生危險反應(yīng)； |
